The officer made the comments during an application by a man charged with possessing 153 cannabis plants at his home for an alteration of bail conditions.

William Kelly, a 35-year-old from Shackleton Crescent in Ballykelly, who appeared at Limavady Magistrates’ Court on Wednesday, February 26, 2014 was released on bail on February 12 after being charged in connection with the discovery of a cannabis factory at his home address.

Opposing the application for an alteration to bail conditions, a PSNI officer told the court that two or three people “all within the Shackleton and Neptune Crescent area” near Kelly’s home address were thought to be linked to the intercept of a package coming from China with an estimated £40,000 to £50,000 worth of the illegal drug mephedrone.

District Judge Liam McNally granted Kelly bail set at £500 with a surety of £1,000 “under the presumption of innocence until proven guilty” with an alteration to his previous bail conditions.
