Dog fouling fines increase

To help owners on the right path and promote responsible ownership Craigavon Borough Council’s Environmental Services Department is giving away a limited number of doggy bags.

“Dog fouling is the most offensive type of litter. Walking down the street and coming across a disgusting pile of dog mess is simply grotesque. We hope to encourage owners to be more responsible with their dogs through the bag giveaway and also with a newly produced leaflet which provides relevant information and guidance for dog owners. It is easy to avoid the fine – just simply pick it up,” commented chair of Environmental Services Committee, Councillor Ronnie Harkness.

The council says it operates a “zero tolerance policy” in relation to all dog fouling offences under the Clean Neighbourhoods and Environment Act (Northern Ireland) 2011. The act states that it is an offence if you fail to clean up fouling left by your dog or a dog under your control in a public place. Conviction in court, for failing to pay the fine for this offence, carries a criminal record and a penalty up to a maximum of £1,000.

A consultation was carried out by public advert in July to inform the public that the council intended to introduce a Dogs (Fouling) Order which would increase the fine for dog fouling to £80. No objections were received and the fine will now be increased accordingly.
