Who decided to start work on this road?

After reading the letter I set out for Belfast on Friday morning and decided to avoid the work at Hillhall Road by going through Ballyskeagh.

What did I find at the junction of the Upper Malone Road and Drumbeg Road? Work being carried out and temporary traffic lights in place!

What genius decided to start more roadworks on the alternative route to the east of Belfast while delays were in place on the Hillhall?

Is anybody responsible for this and if not why are our councillors not calling someone in the Roads Service to account?
