Planners approve new garden shelter at Woodburn Orange Hall in Carrickfergus

Mid and East Antrim Borough Council has approved planning permission for a proposed new garden shelter at Woodburn Orange Hall, Carrickfergus.

A development management officer’s report said that the proposed structure will replace an events marquee at the Woodburn Road premises.

The council report indicated NI Water recommended refusal. However, a condition has been placed on the decision notice to ensure no development takes place until a ‘consent to discharge’ has been agreed directly with NI Water.

The report noted that a proposal for development of new or enhanced education, health, community or cultural facilities will be permitted where it meets policy.

New facilities must also be located in “appropriate and accessible locations within settlements where there is good connectivity with public transport and active travel infrastructure”.

The council report explained: “The summerhouse structure is to provide an enclosed refreshments area for holidays, open days etc and is to replace the use of an events marquee. It is located within the existing amenity area within the grounds of the Orange Hall, within the settlement limit of Carrickfergus and is therefore considered acceptable in principle.

“Given the existing use of the events space and use of an events marquee, it is considered, on balance, that the development will not have an unacceptable additional adverse impact on neighbouring dwellings.

“The development is single storey in height and there are tall and dense hedges surrounding the site at its boundaries with neighbouring properties,” it noted.

The report went on to say that this would “mitigate the impact on neighbouring properties and would also help to screen potential noise to neighbouring properties to a degree”. No objections were received.
